Forms not sent to the correct “To” email in the form settings

In the forms settings for each form created I have listed a specific email address the form should be submitted to once a customer has filled it out.
The problem we are having is that no matter what email address is entered here the form goes to the WP Admin email (which is not where they should go). I have double checked every setting possible and I still can not get the forms to go to the correct address.
Please help.
