Formula conditional logic builder not working

Field to add and edit rule conditions is missing.

Getting javascript errors when clicking “Add rule” (e.addEventListener is not a function) and “Fetch the rule” (Missing filters list).

Using plugin version 4.5.2, WordPress 5.1.1 and Chrome Browser 73.
