Forum Topics only show to Logged in Users?

When I open an Incognito browser window in Chrome, and are not logged in, I go to the Forum home page and see the Main Category and the Main forum inside and it reads that there are 2 topics.

However, when I click on the Main Forum, it reads No topics were found here.

But, when I click on the post under Last Post Info, it goes to that topic but only shows the first post. There is supposed to be a bunch of posts after.

Once I log in, everything shows up fine.

How can I disable this, or make it so that you don’t have to be logged in to see or read posts??

Please navigate to Dashboard > Forums > Dashboard admin page and click on [Delete Users Cache] and [Delete All Caches] buttons.

Then create one Category and one Forum under this category and test it again.
