France language setup

1. Backup your exising files and database.
2. Download the French version of WordPress at https://fr.www.ads-software.com/wordpress-2.7.1-fr_FR.zip
3. Upload the French files overwriting the existing files (or review Step 7 of Upgrading WordPress Extended to know what files to delete before uploading the French files)
3. Change the wp-config.php file WPLANG value to
define ('WPLANG', 'fr_FR');
