Free delivery shipping error

    I am trying to add free local delivery for South Africa – Western cape with Postal Codes. Free shipping should only be available for western cape and then for the rest of south africa local pick up should be enabled various pickup points. I added the shipping zone with free delivery for western cape, when using other provinces the ” free deliver” stays there and does not go to local pickup. The local delivery does also not work with various postal codes.
