Free license key for my plugin

  • i am thinking to write a plugin which requires a license key for activation and users can get license key without any fee from my site.
    1=user downloads plugin from wp repository and installs it
    2=plugin asks for a license key.user clicks on “Get license Key” button
    3=redirected to my site , fills a signup form and gets a license key
    4=user enters that license key to activate the plugin
    can i upload this plugin to wp repository ?
