Free shipping bar vs actual free shipping

I have the free shipping bar enabled in the side cart. Free shipping is set to $200, anything under has flat rate shipping of $15. As I add items to the cart the free shipping bar is telling me how much more to add, however, this is wrong as it seems to be looking at the total after taxes and not the subtotal before taxes .

This causes the free shipping bar to display “Congrats! You get free shipping.” before the actual value for free shipping ($200) is reached and the flat rate shipping doesn’t get removed until I add yet another item which causes the subtotal to break the $200 threshold.

How can I fix the free shipping bar to look at subtotal and not the total value before displaying “Congrats! You get free shipping.”?
