free shipping bug

it is possible there is a bug on the checkout page.

when the optional “county” field is empty i get a free shipping charge.

When i input a county the shipping charge refreshes and becomes correct.

i am using woocommerce with wcfm marketplace, everything is up to date.

my local and live installs are near identical, local works ok.

About to update old versions of membership and marketplace to current version and see what breaks.
