    Hi ‘Free Shipping Left Notice’ showing on cart page only when I refresh the page otherwise it is not showing this message.

    Can you please share of free shipping settings on your Flexible Shipping method?

    As a part of investigating the issue please check if this behavior also occurs when using Storefront theme.
