Free shipping on minimum not working

Hello, I’ve searched thru the forums and haven’t found an answer that works.
I set up the shop to have free shipping if they spend a minimum of $40. But it won’t show up even when there’s $50 or more in the cart.
My %15 percent coupon is showing up, however. I’ve gone thru all the settings I can find and looked on google for answers.
