Free shippingminimum order rule doesn’t work when prices include tax

    When Apply minimum order rule before coupon discount is active and prices are entered inclusive of tax and displayed that way in cart and checkout, free shipping is applied based on the minimum order amount including tax.

    However, when a coupon is applied, it uses the pre-tax amount and free shipping is no longer available.

    A case was opened in Github in January and it is still not solved: https://github.com/woocommerce/woocommerce/issues/28752
    SandroSNunes found where the problem is coming from 6 days ago (see the comment in Github): the problem is in woocommerce/includes/shipping/free-shipping/class-wc-shipping-free-shipping.php – LINE 156

    Now that the problem has been identified, could you please urge the developers to solve this problem in the next WooCommerce version?
