Freelancer directory for our company

Hi all,

We are a company using freelance agents around the world.
We need a directory allowing agents to sign up, register skills, interests, availability etc.

We will then post jobs, allow agents to apply, and to search and “push” agents that we find particularly relevant.

This site would be great to have as an app, but at least as a website.
Again<: this is a setup meant to feed our company with freelance resources, however, it could also be a resource we could offer to other companies, eventually.

Any suggestions on what WP-template to use for this?
