    I think your problems is maybe Javascript error.
    Could you please check to Browser Console?
    And are you have problem is only FrontEnd?(other item is possible to drag and drop?)

    Thank you for your reply. I’m sorry maybe I had understand is wrong for your problem.
    I think you want to add item to “only Frontend Admin Bar”.
    If yes, sorry WP Admin UI Customize is not possible to only Fronend menu customize on Admin Bar.
    WP Admin UI Customize is possible to “same customize Admin Bar on Admin screen and Frontend”.
    But Frontend Items(Edit,Search) is show only the Fronend.
    And please refer to below document and please find the “If you want to apply the Admin Bar that is customization to Front-end”.
