But how do I use it?

I currently use this in my header.php file:

<?php if (is_home()) { ?>
Then a bunch of HTML and PHP code

Then in my index.php, I have the same set-up….

I just tried to use it, and when applied, it caused the sliding banner to disappear even on the 1st page.

How do I make it so it does that on 2nd page or greater?

This is what I ending up coding up for banner in the header:

$banner = $wp_query->get('paged');
if ($banner < 2) { ?>

And this is what I did in the index, to get rid of the voting segment:

<?php
$vote = $wp_query->get('paged');
if ($vote < 2) { ?>
