Frontend and Backend Problems

Hi,
I am having problems with both frontend and backend. Here is a screenshot of my backend page. I have all my plugins disabled.
I keep selecting the correct menu and it is stuck on
Root
-Facebook
-Subscribe
-Contact usDo you have any idea why the plugin is not working properly? I am using the latest version 9.1.7
