FSE : best approach to autopopulate the navigation menu ?

I made a block-based theme for a friend and I want to make the website updating as simple as possible for him.
– Automatically add categories to the Navigation if he creates one
– Automatically add new Posts as Submenu items to the Navigation categories
– Automatically update items if he modifies the name / the slug of a Post or of a Category
Is it possible ?
What is the best approach to do that ?

I prefer write custom code than to add pluginsI just thought I could simply make a custom query loop over the Categories and Posts, adding the appropriate Html markups <nav><ul><li>
… Would it be right ?
I also try to understand if what I want to achieve is possible with custom nav walker functions… (?)
