@niekfranken, Forbes seems to be using an overlay on its home page. There are some plugins that implement pop-ups and pop overs like that–I think…. I just paised and searched the repository and this seems popular: https://www.ads-software.com/plugins/wordpress-popup/

You have an option of using a static front page with a template that doesn’t include your banner, but you seem shy to touch a little of what’s under the bonnet.

I’ve tried several splash page plugins and pop up/overs. Eventually used pop-up maker, works perfect.
