GD STAR Rating settings question, please help.

Hi- Thanks in advance for viewing this. I have the GD Star plugin installed which works well to provide image rich stars to my pages. Unfortunately some of my pages will not let people vote. I have included links to one page that works and one that does not. Any help is greatly appreciated.
