GDPR: avoiding external files access by Theme (Google Fonts)

To reflect the new European General Data Protection Regulation (GDPR) that is in force since today 25th May 2018 I would like to ask how to avoid the loading of external files by the theme like the stylesheet link to https://fonts.googleapis.com/css?family=Raleway%3A400%2C500%2C600%2C700%2C300%2C100%2C800%2C900%7COpen+Sans%3A400%2C300%2C300italic%2C400italic%2C600%2C600italic%2C700%2C700italic&subset=latin%2Clatin-ext&ver=2.0.8
I see there is a support thread “How change font url to local files?” but since I can not code PHP from scratch and using Custom CSS AFAIK would only overwrite the previous URL and not prevent the browser from accessing the external server file?
Can you please add an option to use font files stored locally in the themes folder?
Or is there an easy way by using the child theme functions.php ?Thank you
