General enquiry: sms fallback?

Hello, I am looking into implementing a notification system, to inform sellers/vendors on my marketplaces when an order goes into processing. But I want to know, what happens if a user doesn’t have whatsapp or a smart phone? Is there any sms fall back that can be paired/integrated with your plugin?
