General options: tabs don't work, can't see options for the various setups

When I go to General Options, the options for “Blocks Toggle Up/Down” are visible. However, if I click on a different tab (for instance Gallery/Content popup) the options don’t load. And after that, the options for “Blocks Toggle Up/Down” won’t load again either.
