General Settings

I’m trying to save my settings and it defaults back to the original every time I click Save all settings.
I have checked the Enable boxes in a few of the area I am interested in, such as Page Cache and Database Cache but everytime I do and hit save the boxes become unchecked?
I’m trying to do some benchmark testing. I have a clean install of WordPress with Twenty Sixteen installed as my theme and the test data import to give the site some content.
Nothing else is installed and the plugin won’t let me change the default settings. Please help.
