Generate dynamic PDF in Woocommerce

  • My Shop: The Woocommerce shop sells products. 

    The Goal:

    Each buyer receives a “PDF certificate” when ORDER status is updated to COMPLETED. The PDF certificate is dynamically populated with the ORDER details using shortcodes.

    What I’m asking is – How do you hire a capable developer (which you don’t know but can be trusted to do the job for the right price) ?
