Geolocation for U.S. states not working.

I’ve setup a trigger with 48 US states. It’s supposed to display a small message to people in those 48 states and then it’s supposed to display a warning as default content, to everyone else. Once setup though, it’s displaying the warning in the default content to everyone, everywhere. This has been confirmed via shotsherpa.com
