Get a list of all custom taxonomies

Is there a way to get a list of all of the Custom Taxonomy types that exist on a site?

I’m creating a plugin where the user will need to select a pre-existing custom taxonomy from a select box, but I am struggling with how to get a list of all the custom taxonomies that exist on their site to populate that select box.
