Get Offset Excerpt Test plugin

I wrote a plugin that repackages some existing functionality in a way that might be handy to some people.

Description: Allows you to condition how specific posts are displayed in your post listings depending on whether the post has a $post_excerpt in the db. By using the $content_or_excerpt variable provided by this plugin, you can display an excerpt and link for longer posts and the entire post for shorter posts.

Also:
* Display posts in a single category or in all categories. This plugin does not enable you to specify multiple categories.
* Offset: Exclude X number of recent posts from a listing.
* Replace problematic characters pasted from emails and word processing docs.
