This usually happens if Jetpack detects an identical site with a different URL. Do you have a staging site with a different URL, or have you recently migrated the site?
To prevent this from happening, we recommend making sure Jetpack is in staging mode on any staging sites and disconnecting Jetpack before migrating a site.
