get_header(); isn't working – breaking theme

Sorry for the newb issue – boss set me out to fix an issue on our website.
The following index starts out with a “get_header” (the header file is attached below) and instead of taking that file and doing what it says, it just prints it out above the rest of the website which ruins the whole layout and CSS. Any help is greatly appreciated.
