get_permalink returns page_id= links on one page, but not others

So I have two template pages. In one, any call to get_permalink returns the permalink the way I have it set up (like https://www.jeremyduffy.com/tools/). But on one page, and one page only, all links using the get_permalink command return links like this instead (https://www.jeremyduffy.com/?page_id=110)

This is fairly odd and I don’t see any big differences between the two pages so I can’t figure out why one works and the other doesn’t. Help?
