getting error uploading new header image

Hello,
New to WP and have base system loaded with estore plugin. I want to change the header image to my own. I selected “header” under “Appearance” and browsed to my file.

When I click the upload button, the window clears and this error appears:

Unable to create directory F:\inetpub\vhosts\leanstreammedia.com\subdomains\frameofmind\httpdocs\PPV/wp-content/uploads/2011/04. Is its parent directory writable by the server?

can someone help me understand what is wrong?
