In that control panel, find a tool named something similar to “File Manager”.

I found the Insert Headers and Footers under plugins under wp-content.
under there is the ihaf.php file that is showing up in my error

If you rename the folder of that plugin to something else WordPress will automatically deactivate it. Try that.
