Getting “Slow down partner, you can only post every 15 seconds” message

I’ve checked to see if anyone else is having this problem, but if they are I haven’t found the magic search words yet.

We are getting the message “Slow down partner, you can only post every 15 seconds” on a lot of posts after someone has waited over a minute or two to add a comment. Any idea on how I can fix this? It doesn’t happen all the time, but frequently enough it is discouraging posters from posting. I usually have to reboot to clear the block. Any suggestions/help is appreciated.
