Give Permission to use plugin for a User

Hi, I’m currently in charge of a site (link provided). I have set up a user with a role of ‘Subscriber’. I was wondering if it’s possible to give a single user permission to use/access the plugin in the WP Dashboard. If so how would I do that in a theme’s function.php or if there is another way.
