Give site-wide restricted page access to user

As far as I can tell, there is not way to give automatic restricted page access to specific user groups. Yes, you can manually choose which groups are restricted to pages. However, none of the user role management features allows for access to restricted pages. “Private Read” does not seem to refer to restricted (probably because private is core and restricted is UM).

I’m looking to make a “manager” role that can view restricted pages but don’t have access to any back end privileges (admin menu, wp-admin, etc). Admin seems to be the only role that can view UM restricted pages (we’ve removed editor & author). I’ve not been able to find a solution or find someone with a similar problem.
