Global blocks are not displayed and cannot be migrated

Hi, I’m managing a new site and late in the year there was a problem with global blocks not being displayed. No block is displayed and cannot be migrated. Instead of blocks, I see the text: This block has encountered an error and cannot be previewed… and in the console I see the following errors:
