    That’s a good one. ??

    As the description of the hook says, I would guess that each and every blog inculdes the footer of the actual theme it has (that’s why you cannot style it in the plugin’s settings).

    But as some of the multisite settings seem to be messed up since a while, I’m not 100% sure.
