Gltich With Scrolling

Hi. Our customers sometimes have a glitch with scrolling. The scroll on the page sticks and they can’t scroll down to access the “next” button. It scrolls but just goes straight back up again.There doesn’t seem to be a constant situation which makes this happen. It just happens on occasion and the only way to move forward is to reduce the screen size to access next button. Is this something you have been aware of before and is there any way to stop it from happening?
