Golbal or theme folder

Most likely the files have been named wrongly.

Files inside the theme can just be named with the language (e.g. en_US.mo), but files in the global folder must be prefixed by the correct text domain, e.g. something-en_US.mo

If your theme isn’t compatible with Loco then the file name it creates may be wrong. See FAQ #2 https://localise.biz/help/wordpress/translate-plugin/faqs#2
