good responsive theme for a civic association

i want to create a wordpress site for my homeowners association.
I like the look/functionality of this one, it’s a good match.

But the theme, which seems to be “expressivo”, doesn’t seem to be updated often/ever. And i can’t figure out how to get those drop down menus to show up. So, I thought it’d try another. Does anybody have an suggestions?

I see that a lot of homeowner sites seem to use the default twenty eleven/twelve etc.. but seems to me like it’s better for blogs (?).
