    If I have the plugin banner set to “opt-in,” does that mean that Google Analytics will not function until the user clicks Accept? In other words, is this really providing a true opt-in function for Google Analytics?

    Yes, it could be configured as opt-in for Google Analytics. You can test your settings with the “Google Tag Assistant” Browser Extension.

    I’m not familiar with that extension (it may not be available for Firefox), but this sounds promising.

    I’ve enabled the cookie notice, set it to opt-in, and made the button text “Accept/Enable.” Should that be enough to disable Google Analytics tracking until the user clicks Accept/Enable?

    Yes, if you use the opt-in mode Google Analytics code will only triggered if the users has accepted the cookie notice.
