Google Captcha Locked out

I have full access to my server, installed Googles Captcha and now it locks me out.
I removed the Google Key and still locked, Dumped cache and tried other browsers.
Even change program access at the server and still locked out.
Sometimes you gotta love all these so called security features.

Need some help I have 6 months of work was about to finally open the site.

EDIT: The error is Google reCAPTCHA data are not submitted, wont allow reset of password give same error tried three browsers and smart phone same error
