Google conversion tracking right setup?

Hello,
Did I do the conversion tracking set up right? I visited the page https://www.vergeetjedieet.nl/afrekenen/order-received/ from several devices, but in Google adwords no conversions are showing. Is this because the campaigns need to be activated first?
If I use Google Tag Assistant on the order receiver page I see the right conversion ID and conversion label from Google adwords.
