First of all, please check if you enabled a billing for the right project (and Google account) exactly where you have the API key for the plugin.

If it’s not, I think better way to solve the issue is contact Google support and ask why your API key doesn’t work after enabling a billing in the API URL:

https://maps.googleapis.com/maps/api/place/details/json?placeid=<GOOGLE_PLACE_ID>&key=<GOOGLE_API_KEY&gt;

By the way I can’t see your screenshot it doesn’t load.
