Google No CAPTCHA reCAPTCHA not showing up when not logged in

Hi,

I have a contact form 7. I am trying to implement Google No CAPTCHA reCAPTCHA

when logged in, everything works perfectly, but when a user is not logged in then reCaptcha is not showing up and shows a javascript error;
“Uncaught Error: ReCAPTCHA placeholder element must be empty”
“Uncaught Error: ReCAPTCHA placeholder element does not exist”

can anyone help me with this problem? thanks
