Granular Permissions Plugin Recommendations

Currently our site administrators cannot embed certain scripts (google calendar, iframe, etc.) in HTML view and need me (super administrator) to do so for them. I’d be interested in your recommendations on the best plugin that will enable me to assign granular permissions to site administrators that could enable them to do the described tasks above possible.
