“Great News!” Nag dialog keeps coming up. Can’t be dismissed.

Almost any page in the admin area… anr Dialog box comes up. When you click ‘dismiss’, it brings up another page in a new tab. In my case, usually the list of editable pages in the admin area. The “Great News!” nag doesn’t go away on the other page. Maybe fix?
