Grid Layout not linking to top level page

For some reason when i use the grid layout the top level links are not clickable (Roofing, windows, Insulation, etc) however the flyout menu top level links are (contact us, vinyl siding). Any idea how to fix this? just for clarification “disable link” is not checked in the mega menu option for these.
