Gross Price stays the same

I am currently testing a shop with woocommerce. And normally when i have a product with different tax rates, the product gross price should change depending on how much tax it is. I read this all over the internet even woocommerce says its normal like that. But it doesnt happen.

For my test i have a product which tax has 2 different rates per country. 19% for Germany and 35% for spain.

In the checkout when i change the shipping country, the gross price (20€) stays the same and the including tax changes. But that is not how it supposed to work right?

I enabled the option “price with vat” and enabled tax in woocommerce.

How can i change this? In the internet i only find examples on how to change it to what happens at the moment, but not how to change to how it should normally work
