Groups overrides wp-config's DISALLOW_FILE_EDIT setting

Like the topic says… When I activate Groups, it overrides the
define('DISALLOW_FILE_EDIT', true);setting in wp-config.php. Deactivate Groups and the setting works as it should.Any thoughts?
