Guide for SASS Compiling and Live Reload

I am already experienced in using SASS via npm. But does the WP Bootstrap Starter team provide any instructions for developers and to wire up a SASS compiler and Live reloading to customize the theme from the server?

Other WP Bootstrap themes offer this, but sense you are constantly updating this theme, what is the reality of having something like this implemented?
